该片根据全国煤炭系统先进典型白国周及其班组管理法的事迹创作改编，影片力图艺术地表现白国周“班组管理法”的精华部分与白国周秉承安全第一理念，用心做事、恒心坚持和爱心待人的高尚品格和工作作风。。憲法改正を経て国防軍が創設され、およそ2年後に東京オリンピックを控える2017年12月30日。巨大なゴミ処理工場に、1匹の犬が迷い込んでしまう。事務のタニちゃん（谷口蘭）が犬を捜し回る中、非番のゴウ（嶺豪一）とテレビゲームに興じる夜勤明けのケン（稲葉雄介）、なぜか帰宅しない足立さん（足立智充）、新年の飾り付けに奔走するヤナさん（原田浩二）と、ほかの者たちは思い思いに過ごしている。。John Kent (Randolph Scott), a former star football player at Harvard, goes to Paris with his friend Huck Haines (Fred Astaire) and the latter's dance band, the Wabash Indianians.
